Larry Agran Helped Protect Irvine’s Open Space in 1988 — He Can Save It Again

In 1988, then-Mayor Larry Agran led one of the most consequential efforts in Irvine’s history: the passage of Resolution 88-1, a landmark agreement designed to preserve thousands of acres of open space in perpetuity.

At the time, Agran boldly declared in an interview with the Los Angeles Times that this resolution would “legally protect Irvine’s open space.” For many residents, that promise became a cornerstone of what Irvine stands for: balance, thoughtful planning, and a deep respect for the natural environment.

Now, more than 35 years later, that promise is being tested.

Oak Creek Golf Course: A Threat to the 88-1 Legacy

Today, the future of the Oak Creek Golf Course hangs in the balance. Developers have proposed a massive housing project on the site — a cherished piece of green space long shown on planning maps as part of the 88‑1 preservation area. While legal arguments are being made that the land was never “formally” dedicated, the spirit of 88‑1 is clear: land like this was meant to remain open, accessible, and protected.

Larry Agran was the face of that commitment in 1988. His leadership then gave residents hope — and a framework — for protecting Irvine’s green character amid rapid growth.

The People Have Spoken — Twice

The community has reaffirmed its support for preserving Oak Creek — not just once, but twice through voter initiatives. These actions echo the original intent of 88‑1 and show that Agran’s vision is still alive in the hearts of residents today.

But with development pressure mounting, what’s needed now is bold leadership — the same kind of leadership Agran displayed in 1988.

A Call to the Mayor Larry Agran

Mayor Agran, you were there at the beginning. You told the Los Angeles Times that Resolution 88‑1 would preserve open space forever. Thousands of residents took that to heart — and trusted that it would hold true.

Now you are in a unique position to ensure that promise is honored.

We urge you to:

  • Stand firmly against development at Oak Creek Golf Course

  • Reaffirm the City’s commitment to the spirit and intent of 88‑1

  • Push for permanent preservation of this open space

  • Lead the Council in defending what voters have already made clear they want

Irvine is admired for its green belts, trails, and parks — features that don’t happen by accident. They are the result of careful planning and, above all, courageous choices.

The decision facing the City Council now is more than a zoning issue — it’s a test of legacy, leadership, and public trust.

Larry Agran helped create the blueprint to protect Irvine’s open space. Today, we ask him to follow it.

Let’s honor the past by protecting the future — and make good on the promise that open space in Irvine would be protected forever.
